Dr. John Chancey, a longtime regulatory veterinarian and current executive director of the Oklahoma Racing Commission, and Connie Winn, executive director of the Oregon Racing Commission, were appointed to the board of directors of the Association of Racing Commissioners International (ARCI) by the group’s chairman, Commissioner Doug Moore of Washington Racing Commission to fill vacant seats on the board.
Dr. Chancey has served as executive director of the Oklahoma Racing Commission since February 2023. Dr. Chancey received his DVM from Oklahoma State University and an MBA from Oklahoma City University. Dr. Chancey currently serves as Chair of ARCI’s Drug Testing Standards and Practices Committee.
Ms. Winn, the Executive Director of the Oregon Racing Commission, has more than a decade of leadership experience overseeing racing operations (on-track and online), managing regulatory compliance and overseeing multinational online betting systems. She is currently Chair of ARCI’s Auditors and Wagering System Security Committee.
For over eighty years, ARCI has developed the best regulatory standards for all horse breeds through its Model Rules. ARCI continues to serve as a service provider and strong advocate for animal welfare and sports integrity. The ARCI also helps administer the National Racing Compact and operates the Sports Betting Regulators Association
